Hope Cooper is the Founding Partner of True North Group, a public policy consulting firm she established in 2013 that advises foundations, nonprofit organizations, and public and private agencies on strategies to improve outcomes for children and families. She brings nearly three decades of public policy experience focused on advancing reforms that expand opportunity and strengthen supports for children and families. Her work spans child welfare, early childhood, and related policies—including education and workforce pathways—that expand opportunity and create well-being for children, youth and families.

Hope manages the national Journey to Success campaign, which advances federal and state policy reforms to improve outcomes for youth in and transitioning from foster care. She previously directed the national CHAMPS campaign to improve foster parenting policies across states. In addition to her consulting work, Hope serves as a Fellow with the Bipartisan Policy Center’s Child Welfare Initiative, where she contributes to bipartisan policy development and reform efforts.

Before founding True North Group, Hope served as Vice President for Public Policy at Child Trends, a leading child development research center in Washington, D.C. Prior to that, she was a senior program officer at The Pew Charitable Trusts, where she designed and directed major public policy initiatives, including Pew’s foster care reform initiative.
Hope spent ten years on Capitol Hill in senior policy positions, including on the Senate Finance Committee and the Senate Special Committee on Aging, where she helped steer multiple pieces of legislation through the policymaking process, including Medicaid reforms such as the Family Opportunity Act. She has also served in a senior government relations role at the national headquarters of the American Red Cross.

Hope is a reform-minded advocate for children and families with a proven record of advancing bipartisan policy solutions. She has testified before Congress and has been quoted in multiple national news outlets. Hope is based in Washington, D.C.
